The Flooding Character of Rosebud County

Flash flooding from heavy rain events is the dominant flood character in Rosebud County. Between 1993 and 2023, NOAA Storm Events data recorded 16 flash flood events and 12 flood events. For example, heavy rain over the Big Horn Mountains led to significant runoff into the Tongue River on June 1, 2019, causing it to crest over 11 feet, more than 4 feet above its previous record. Earlier, in March 2014, a rapid warm-up after a cold winter caused snowmelt and ice-jam flooding along area rivers, creeks, and streams, impacting the Otter Creek area.

NFIP claims data indicates that properties in Zone A, which experienced an average water depth of 7.2 feet and an average payout of $182, are a concern. Properties in Zone X also had claims, with an average payout of $2,158 and an average water depth of 0.3 feet. Residents in areas near rivers and creeks, as well as those in flood zones with no defined Base Flood Elevation (BFE), should pay the most attention to flood risk.
