What began as a flooding event transitioned into a winter weather event as rain transitioned to a wintry mix during the afternoon and evening of February 3rd as an arctic cold front crossed through the Ohio Valley. Warmer air at the upper levels allowed for freezing rain to occur along southeast Ohio.
