There was continuing rainy pattern that had been in place for a week or more. As daytime heating commenced, thunderstorms began to develop within the moisture rich atmosphere. One of those storms spread northward towards the Baton Rouge Metro and began to train over the area. A notoriously poor drainage underpass was overcome by the heavy rain and became impassable.
