A slow moving thunderstorm developed over rural northwest Ashe County in a moderately unstable environment during the afternoon of the 16th. By 1815Z (2:15 PM EDT), estimated rainfall amounts over 2.5 inches had fallen over the past hour in the Lansing area, which was near a 50-year average recurrence interval per FLASH data. One automated personal weather station indicated rainfall rates of up to 1.5 inches per hour at times during the storm.
