Strong thunderstorm activity developed over the San Diego Mountains during the afternoon hours on the 11th, likely instigated by large-scale forcing for ascent from an upper-level low located to the south. Outflows from the initial thunderstorm complex over the San Diego mountains helped to initialize new activity across western Imperial County. With PWAT values of around 2.0 inches, conditions were favorable for heavy rainfall producing thunderstorms.
