Potential Tropical Cyclone Eight made landfall in South Carolina near the border with North Carolina on the afternoon of September 16. Strong northeast winds were present well north of the center of the low for several days leading up to landfall. As the occluded front lifted north on September 17, winds became east-northeast, pushing water towards the western side of the Chesapeake Bay and causing coastal flooding along the coast of southeast Virginia.
