A mesolow formed over southeastern Virginia on September 18. This feature, along with tropical moisture from the remnants of Potential Tropical Cyclone Eight, allowed for nearly stationary storms which produced very heavy and efficient rainfall. Several instances of flash flooding were reported across a relatively localized portion of southeast Virginia.
