An upper atmospheric area of low pressure slowly moved across southeast Canada on the 17th. Meanwhile, a weak surface low and cold front moved across Vermont during the afternoon. Scattered showers and thunderstorms moved very slowly along the cold front and produced very localized heavy rainfall.
