An upper level low pressure system remained nearly stationary over the Ohio Valley. Weak forcing associated with this feature coupled with deep southeasterly flow off the Atlantic Ocean to provide the area with persistent showers and scattered thunderstorms. Locally heavy rainfall concentrated over portions of Steuben county causing some streams and creeks to exceed their banks and impact area roads.
