An area of low pressure developed along the Gulf Coast and tracked northeast through the Tennsessee and Ohio Valleys through the 27th. This are of low pressure quickly intensified through the day on the 28th as it continued tracking into western New York State. Several severe thunderstorms developed during the afternoon and evening hours of the 28th, and the strong intensification of the low brought about high winds across northeast Ohio and northwest Pennsylvania.
