Low pressure moved from the lower Great Lake across Pennsylvania into eastern New York. The low brought soaking rains of one to two inches to a large portion of the area. Warm temperatures (in the fifties) and melting snow combined with the runoff to produce minor flooding on area creeks and streams. Some lowland and urban poor drainage flooding was also reported. Several gaged streams reached flood stage. At Lancaster, Cayuga Creek crested at 8.3 feet (flood stage is 8.0 feet). At Wellsville,
