A slow moving area of low pressure tracked north along the East Coast on the 23rd and then turned northeast, passing through the Gulf of Maine on the 24th. A tropical connection helped pump abundant moisture northward with rainfall amounts of 1 to 3 inches falling on already saturated ground. In addition, snow melt in the mountains contributed to rises on some rivers.
