An upper level low pressure system interacting with abundant tropical moisture from the remnants of Tropical Storm Nicole dropped 3 to 6 inches of rain across central New York. Steady and occasionally heavy rain fell across much of the region, causing flash flood problems, as well as minor to moderate flooding of the larger main stem rivers.
