Heavy rain caused poor drainage flooding in New Jersey and stream and river flooding mainly in west central and northern New Jersey. Major flooding occurred again in sections of the Passaic River Basin. The rain began during the morning of the 16th and fell at its heaviest during thunderstorms on the evening of the 16th.
