A stalled frontal boundary was the focus for showers and thunderstorms to develop and train across portions of eastern Ohio, the northern West Virginia panhandle, and western Pennsylvania producing flash flooding and flooding. The worst flash flooding occurred in Belmont county, Ohio in Willow Grove, which is near Neffs. 97 homes and businesses were damaged, with other damage to roads and bridges. The estimated total damage was near 1.3 million dollars.
