A negatively tilted trough moved into the Inland Northwest with a closed low pressure circulation over northeast Oregon and southeast Washington. Strong dynamical lifting took place in the northeast quadrant of the closed upper level low circulation over northern Idaho. A highly moist air mass was drawn northward into northern Idaho along the eastern flank of the low pressure system.
