Weak upper level ridging persisted across the area on the 17th. A shortwave had moved through the area the previous day, and the remnants of a mesoscale convective system (MCS) that moved through West Virginia as a result had worked its way south-southwest into eastern Tennessee and western North Carolina during the day on the 17th.
