An upper low was located over southern Kentucky on the morning of the 19th, with a shortwave trough extending into northern Georgia. Tropical moisture prevailed over Georgia as well. Widespread showers with embedded thunderstorms developed across a portion of north Georgia early in the morning and moved slowly south. On the morning of August 30th Tropical Storm Irma developed rapidly over the eastern Atlantic Ocean, just west of the Cape Verde Islands. Tropical Irma quickly strengthened as it moved west, reaching hurricane strength by the morning of August 31st.
