Showers and thunderstorms developed along and north of stationary front during the early morning hours of the 13th. The thunderstorms with intense lightning moved little throughout the morning, with the most concentrated area of heavy rainfall occurring over Payne County. Major street flooding and stalled vehicles were the result.
