Severe thunderstorms moved across the Texas Panhandle during the evening hours of the 14th. While these thunderstorms did not remain over one location for an extended period of time, they produced very intense rain rates due to the access of an above climatologically normal amount of Perceptible Water. The intense rain rates proved sufficient to produce flash flooding in urban areas in the southern Texas Panhandle. These thunderstorms quickly moved into northwest Texas which allowed flood waters
