A surface front stalled across the region acted as a pathway for periods of heavy precipitation. Rainfall amounts of 1.5 to 3.0 inches fell across the Niagara Frontier and parts of the Genesee Valley and Finger Lakes. The heavy rain combined with snowmelt to produce flooding. In addition to many of the gauged rivers and creeks reaching flood stage, flooding in low-lying and poor drainage areas was common.
