An upper low was located over Arizona which was able to tap into some mid level Baja moisture. At the same time, southeast surface winds brought in Gulf of Mexico moisture at the low levels. Good shear and instability allowed for hail, strong winds and heavy rain to occur over El Paso County, with one hail/flash flood event leading to a fatality.
