A stationary frontal boundary combined with a tropical air mass to produce torrential rainfall across the southern half of West Central Texas during the morning hours of the 18th. The Northern Edwards Plateau was the hardest hit area, where rainfall totals of up to 12 inches were seen in Schleicher County. Several highways and many ranch and county roads were closed due to high waters.
