A flow of moist air across the northeast US combined with orographic effects to result in heavy rainfall during the morning of Monday, July 31st. Many of the smaller rivers reached or exceeded bankfull. In Rutland county, shortly before 9 AM EDT (8 AM EST) a small brook flooded Route 103 near Cuttingsville. In addition, around 9 AM EDT (8 AM EST) low land flooding was reported in Shrewsbury. At 10 AM, portions of Route 133 was washed out in Middletown Springs where over 5 inches of rain fell. In
