An area of low pressure moved across Ontario and Quebec provinces in Canada on the 9th, while its associated occluded frontal boundaries moved across northern New York during the late morning through early evening hours. Numerous areas of thunderstorms moved across the same region of Franklin county, which resulted in localized flash flooding during the early evening hours between Malone, Whippleville and Owls Head.
