Rains of 1.5 to 2.5 inches fell in a 6 to 8 hour period. The region was north of a frontal zone in the Tennessee Valley. The heaviest was over the southern portions of both counties, including Clintwood, Nora, Davenport, and Council. Swelling small streams flowed across several roads. Roads were closed.
