The most powerful storm to affect Delaware since the Blizzard of 1996 struck during the President's Day Weekend. Snow spread from south to north during the pre-dawn on Sunday the 16th. The heaviest snow fell during the daylight hours of the 16th. Precipitation started mixing with and changing to sleet from south to north during the evening of the 16th.
