Very moist atmospheric conditions, a cold front, and sufficient upper level dynamics resulted in a broad band of moderate to occasionally heavy rainfall which developed over the Trans Pecos region of West Texas during the morning hours, and moved from southwest to northeast across the Permian Basin throughout the day. Strong convection embedded within the large precipitation shield resulted in flash flooding. A weak, but damaging, tornado struck near Colorado City during the early afternoon. The
