An upper level disturbance allowed thunderstorms to develop in the pre dawn hours of a near tropical atmosphere. Due to weak winds aloft, the storms moved very slowly and produced copious amounts of rainfall in a localized area between Fairbank and Hazleton, Iowa. Highway 281 was impassable due to high water between the Junction of County W13 East of Fairbank and Highway 150 North of Hazleton for about 30 minutes.
