The remnants of Tropical Depression Frances brought flooding rains to portions of Northwest North Carolina from late in the evening on the 7th through the 8th. Rainfall totals averaged 4 to 6 inches...with amounts higher in portions of the mountains.In Watauga County, the Watauga River flooded, leading to evacuations of homes in the Foscoe area.
