After isolated flash flooding developed earlier in the evening, persistent moderate to heavy rainfall led to a gradual expansion of general flooding across extreme northeast Georgia. By far the hardest hit area was Rabun County, where numerous streams flooded severely, including Toccoa Falls and Worley Creeks, and the Tallulah River.
