Western and central New York were inundated by drenching rains as the remnants of hurricane Frances drifted north across the region on Thursday September 9th. Areawide rainfall totaled 3 to 5 inches with the bulk of it falling in a 6 to 9 hour period from very late Wednesday to midday Thursday.
