State Route 96 in Owego closed due to flooding of the Owego Creek. Several other roads were closed in Tioga Center and Berkshire. Most roads were closed due to flooding with one road in Berkshire closed due to a mudslide. A strong Atlantic coast storm brought around 2 inches of rain that fell on wet or frozen saturated ground.
