A complex of strong to severe thunderstorms tracked over the central Permian Basin of west Texas during the afternoon of the 28th. In addition to damaging winds over the southern Permian Basin, this activity produced very heavy rainfall over the urban areas of Midland and Odessa that resulted in flash flooding. The most significant public impact was in Odessa, where firefighters rescued several motorists from stalled vehicles in flowing flood waters. No injuries were reported.
