An upper level low pressure system moved slowly across southeast Ontario province into northern New York State. The associated surface low pressure system drifted across northern New York during the morning and northwest Vermont in the afternoon. Slow moving showers and thunderstorms overnight across Clinton and Essex counties impacted areas that already experienced heavy rainfall. The eastern portions of both counties were the most impacted.
