Elmira on the Chemung River went over its flood stage of 12 feet at 5:49 AM on November 30th. The river crested at 12.47 feet at 8:30 AM before falling back below flood stage at 12:19 PM also on the 30th. This rise to flood stage was caused by 1 to 2 inches of rain and another half inch of water equivalent from snow. A slow moving cold front brought the rain on the 29th and early on the 30th.
