Consistent rain lead to more than 3 inches of rain in a 30 hour period from mid-day on the 1st to the evening hours of the 2nd around the city of Visalia and over 3.5" of rain in the city of Tulare. Over 2 feet of water flooded portions of West Visalia as well as reports of flooding just east of Tipton. Tulare County had 45 homes damaged to some extent by flooding on the South Valley floor.
