As a low pressure system over the Great Lakes moved slowly east during Saturday, April 22nd, another low developed over Southeast Virginia and moved slowly north toward the region on Sunday. Synoptic scale ascent over a cool moist layer of air caused by high pressure northeast of New England, caused heavy rain, which resulted in flooding of urban areas, rivers, small streams, and creeks.Amateur radio operators reported several streets closed, homes flooded, along with some evacuations in Norwal
