Rapid snowmelt of 1-2 feet of snow combined with heavy rainfall of over two inches to produce significant flooding. Nearly three hundred homes were damaged by flood waters. The Allegheny River caused major flooding and forced the evacuation of scores of people from their homes in Portville.
