The same upper level trough that was responsible for excessive heavy rainfall across Northeast Texas on March 9th remained nearly stationary across West Texas on March 12th. An area of low pressure at the surface developed off the Southeast Texas and Southwest Louisiana Coasts. Moisture continued to return rapidly into the region from the south and southwest in response to the upper level trough and the surface low pressure area.
