Training thunderstorms over the lower Potomac Highlands dumped an estimated 4 to 5 inches of rain onto previously saturated soil, producing widespread flooding. Mud and rock slides most likely occurred across the southern half of the county; federal highway 220 was closed near Franklin. At least two evacuations were ordered; one at the Big Run (Circleville) and another at a nearby trailer park.
