An inverted trough that brought freezing rain in the morning acted as a conduit to bring heavy rain into the region from the mid morning into the mid afternoon of the 18th. The rain itself ended during the early evening on the 18th. Event precipitation totals averaged close to two inches and caused considerable poor drainage flooding as well as flooding along some smaller creeks and rivers mainly in the central third of New Jersey.
