Big Wheeling Creek went out of its banks and flooded some roads. County Road 20 in Wolfhurst was impassable. An evacuation of a mobile home park near St. Clairsville was ordered. Jug Run went out of its banks, closing a section of Route 9 northwest of St. Clairsville. A bridge across Jug Run was under water and part of the road was washed out. Water on Jug Run rose 10-15 feet very rapidly. Boydsville Road in Bridgeport was closed. Numerous basements were flooded in the eastern part of the county
