Thunderstorms with heavy rains "trained" N/NW over the I-95 interchange west of Port Washington repeatedly to produce flash flooding. Water was reported to be 4 feet deep at the interchange, forcing a road closure until 1400CST. Shoulder washouts were noted. Rainfall on the 18th was unofficially in the 4 to 6 inch range, on top of 4 to 5 inches that fell the previous two days.
