Four to five inches of rain fell over parts of Nolan and Taylor counties the afternoon and evening of the 28th. Streets were flooded in the city of Sweetwater. In the city of Abilene, feeder roads to Interstate 20 were flooded. Water rescues were necessary on Interstate 20 service roads in eastern Nolan and western Taylor counties.
