Additional heavy rainfall of 3 to 5 inches across the county caused the very rapid redevelopment of widespread flash flooding across the county. Most roads were closed through the early morning hours. Rainfall totals from the evening of the 27th through the morning of the 28th were generally 5 to 8 inches with up to 12 inches being reported at Harper.
