A Nor'easter and Tropical Storm Josephine produced more than 6 inches of rain. This caused more than 110 streets and roads to flood through-out the downtown area. More than 12,000 JEA customers were without power overnight on the 7th. Flooding also closed all county schools on the 10/7/96.
