Excessive rainfall caused the Highland Lake Dam to fail in Westbrook. A coastal storm which was fed tropical moisture by the circulation around Hurricane Lily produced between 7 and 16 inches of rain in the area upstream of the dam. The dam break compounded problems with the Presumpscot River which had been flooding at the time.
