The Chagrin River at Willoughby exceeded its flood stage of 11 feet and crested at 14.0 feet at 0730 EST on 02/27/97. Flooding occurred along the northern section of Trailard, Milan Drive and Chagrin Drive and Daniels Park was closed due to high water. Several basements were flooded in Eastlake.
