Showers and thunderstorms hit extreme northeast Kentucky 3 separate times from the predawn hours of Saturday, the 1st, through Monday morning, the 3rd. Rainfall totals of 5 to 9 inches were measured. The heaviest rain rates were on Saturday, the 1st. Parts of Carter County measured 5 to 6 inches of rain in 15 hours on Saturday. Well south of a frontal boundary, a moist and unstable air mass resided over the Ohio Valley. The ground was already wetter than normal from previous rains. A southwest and west wind along with daytime heating formed showers and thunderstorms during the afternoon of the 20th.

Three to 4 inches of rain caused stream flooding. A 24 year oldwoman drowned in Bens Run. She fell into the creek while tryingto cross a wooden bridge between her home and Route 986. The approach to the bridge had been washed away and she did notrealize that in the dark.

Rains of 1.5 to 2.5 inches fell in an interval of 12 hours or less. Several streams overflowed onto roads. Homes in the Westwood area of Boyd County had some basement flooding from Hoods Creek. Otherwise, there was a minimum of property damage.

Tropical Storm Cindy made landfall in southwestern Louisiana on the 22nd. The storm weakened after making landfall and became post tropical as it moved through the Mississippi and lower Ohio River Valleys into the 23rd.
